Board of Directors

The Board of Directors provides strategic direction, governance oversight, and accountability, ensuring that APWDO operates in line with its mission, policies, and ethical standards.

Governance AND Decision-Making

APWDO operates under a clear and accountable governance framework that ensures transparency, participation, and effective oversight.

Strategic and institutional decisions—including organizational strategy, policies, and overall oversight—are the responsibility of the Board of Directors, which provides governance and accountability.

Senior management is responsible for translating Board-approved strategies into operational plans and ensuring compliance with donor requirements, safeguarding standards, and internal policies.

Day-to-day operational and programmatic decisions are taken through a participatory management approach involving department heads and technical staff, guided by Standard Operating Procedures (SOPs).

Safeguarding, PSEA, and ethical concerns follow independent reporting and escalation mechanisms in line with APWDO’s safeguarding framework.

Organizational Structure

APWDO’s organizational structure is designed to support efficient, accountable, and effective service delivery. The organization operates through three core departments—Planning, Monitoring and Reporting, Operations, and Programs—which work in close coordination to ensure quality implementation, strong internal controls, and alignment with organizational objectives.

The Planning, Monitoring and Reporting Department leads donor engagement, proposal development, program monitoring, learning, and reporting to donors and stakeholders.

The Operations Department manages core operational functions, including finance, human resource management, procurement, information technology, administration, security, and internal audit. While these functions are housed within the Operations Department for management purposes, they operate in a cross-cutting manner to support all departments and ensure organizational accountability, compliance, and effective resource management.

The Programs Department is responsible for ensuring high-quality program implementation, including the effective management of resources, risks, stakeholders, costs, teams, and integration across projects.

APWDO maintains Standard Operating Procedures (SOPs) across all departments to ensure consistency, accountability, and quality in planning, implementation, and operational processes. Under the Programs Department, APWDO delivers multi-sectoral interventions through specialized technical areas, including Education , Food Security and Agriculture, Peacebuilding, Emergency Response and Early Recovery, Health and Nutrition, and Water, Sanitation, and Hygiene (WASH).

To strengthen accountability and protection, APWDO also maintains dedicated cross-cutting assurance functions, including Monitoring and Evaluation, Safeguarding and Inclusion (PSEA), Grievance Redress Mechanism (GRM), and Cash and Voucher Assistance (CVA) technical support, which operate independently across departments.
