Mr. Hemmat brings over 15 years of experience in program management and MEAL (Monitoring, Evaluation, Accountability, and Learning). He has led major USAID evaluations under the AMELA project, including HEMAYAT and the Baseline Public Perception Study, with findings used by USAID in Washington, D.C. At APWDO, he oversees the Programs Department and MEAL unit, ensuring high-quality implementation and evidence-based programming across all projects.
