ToR for Project Manager

The role:

The Project ‎Manager will be overall responsible for the direct implementation of the project including coordination, work plan, reporting, ‎team management, and coaching and program compliance. S/he will also ensure that the project activities implemented within ‎time, quality and budget. Under the direct supervision of Program Manager and as senior member of the organization, you will lead the project team to effectively support quality delivery of APWDO work at grassroots level and achieve sustainable impact on poor peoples’ lives. You will work with high level of autonomy, leading the project team in quality planning and implementation of the project including budget spending and risk management. You will work closely with other units in the organizations head office to integrate their contribution to the project. you are expected to effectively represent APWDO externally at the sub-national level.

Key Responsiblities:

 

Project Management:

  • Develop the detailed project implementation plan in accordance with approved Log frames, proposals and budgets.
  • Ensure work plan for each team member and regular review of teams’ performance and progress against work plan and set priorities.
  • Regularly review and update risk registers and ensure appropriate mechanisms are in place to mitigate risks
  • Ensure that the project complies with contractual obligations to the donor and APWDO the own organizational standards.
  • Ensure the project is implemented to the highest professional standards and successfully achieves its intended outputs, outcomes and impact.
  • Conduct regular field visits to the project locations
  • Take up other tasks that may be assigned by the line manager and or APWDO management to support organizational goals and needs.
  • Ensuring appropriate technical assistance is provided to project teams.
  • Identify capacity building needs and professional development opportunities for the project team members

Coordination:

  • Coordinate project implementation with provincial project stakeholders including government line agencies, provincial government and district government to secure required permissions for the implementation of project activities.
  • Lead coordination internally with other departments for effective and timely implementation of project activities.
  • Coordination with cluster focal point, other NGOs partner to avoid duplication.

Monitoring and Impact Assessment:

  • To pay regular field visits to assess program impact and provide feedback in relation to achievements, shortcomings, and recommendations for improvement.
  •  In collaboration with the MEAL Team, develop a project monitoring system that will provide qualitative and quantitative indicators that aligns to project milestones
  • Monitor progress towards achievement of project outputs, outcomes and impacts
  • Develop improvement plans and adapt the implementation approaches as needed to ensure achievement of project outputs, outcomes and impacts
  • Ensure the capture of lessons learnt and integration of these into future emergency programming.
  • Ensure that project progress, data and monitoring visit reports are shared with the MEAL team and key project stakeholders.
  • Conduct PDM survey and contributing in development of PDM report.

Finance and Logistic Management and Compliance:

  • Ensure overall programme cost effectiveness and efficient utilisation of funds.
  • Prepare project budgets including forecasts, and procurement plans. Monitor expenditure and ensure that burn-rate is within the desired spend plan
  • Monitor efficient utilization of project budgets on a monthly basis making use of Management Account report produced by the Finance Department, prepare financial analysis and budget variance analysis report when appropriate
  • Prepare project procurement plans and execute them in line with APWDO logistics and procurement procedures and guidelines
  • Liaise with the Logistics department, ensure timely delivery and accurate technical inspection is delivered.
  • Ensure compliance with APWDO procurement and finance policies.

Reporting and Communication:

  • Prepare and submit narrative reports as required to account progress at output and outcomes/results level in accordance to APWDO and donor’s requirements
  • Document lessons learnt and best practices, write case studies and stories of change and ensure that these are shared to the MEAL Team.
  • Participation in the provincial level meeting with the stakeholders.
