APWDO’s Women’s Empowerment programs are centered on the belief that empowering women is essential for sustainable development and peace in Afghanistan. Our initiatives focus on economic empowerment through vocational training and livelihood support, enabling women to achieve financial independence and become active agents of change in their communities. Since our inception, we have implemented a range of programs designed to address the unique challenges faced by women and girls, ensuring that our interventions are inclusive, accessible, and impactful.
Thanks to the generous support of donors such as the FCDO and USAID, we have provided women with training in valuable skills such as cake baking, business management, and financial literacy.

In this fragile and often unstable environment, APWDO has brought about transformative changes in both individual and community level. At individual level, 310 women, primarily returnees from Iran and Pakistan, faced economic and social hardships, however, through APWDO’s vocational & livelihood training, they acquired skills in cake baking, livestock and business management, enabling them to overcome socio-economic barriers by launching bakeries, dairy shops, and achieving financial independence. The final Monitoring, Evaluation, and Learning (MEL) data revealed that 12 out of 40 trained women in Balkh and Jawzjan, while 9 out 40 women in Samangan and Baghlan have successfully launched their own businesses such as bakeries and dairies, and earn AFN 15,000–25,000 ($250-$350) monthly.similarly, the establishment of Peace Nurseries provided safe, inclusive spaces for women particularly widows, IDPs, returnees, and those with disabilities to engage in psychosocial support sessions, women rights education, family conflicts, inheritance rights, Importance of active participation of women in the society to access basic needs, significance of women participation in peace building activities in the community, impact of women’s collaboration in the community economic development and practical activities like vegetable cultivation.
MEL data showed that over 65% of participants reported improvements in mental health, reductions in domestic violence, and daily income generation of AFN 150–200 per person through produce sales.
As a result, these women have gained financial independence, reduced their vulnerability to exploitation, and become economic contributors to their families and communities.
Our approach to women’s empowerment extends beyond economic initiatives to include advocacy and awareness-raising activities aimed at challenging gender norms and promoting gender equity. We work closely with community leaders, religious figures, and local authorities to create an enabling environment for women’s participation in decision-making processes. By engaging men and boys in our programs, we foster a culture of respect and support for women’s rights, ensuring that our efforts are sustainable and community-owned.
APWDO’s commitment to women’s empowerment is further demonstrated through our peacebuilding and governance programs. Women’s meaningful participation in peace processes and governance structures is a priority, as evidenced by our work in establishing women-led peace committees and providing leadership training for women in community governance roles. These initiatives have enhanced women’s voices in peacebuilding efforts and local governance, contributing to more inclusive and equitable outcomes.

We also focus on addressing gender-based violence (GBV) through prevention and response programs. Our initiatives include awareness campaigns, support services for survivors, and capacity-building for community responders. By working with local organizations and authorities, we aim to create safer environments for women and girls and ensure that GBV is addressed through a multi-sectoral approach.
